Mupambo who faced a long suspension since May 2015 pending disciplinary hearing battles before finally been terminated is to resume duty on the 30th of November 2015, a reliable source informed.
The allegations against Mupambo came to light after the province’s disciplinary board registered anomaly case against Mupambo where they accused him of having facilitated a fraudulent case of a former junior workmate Alpha Sibanda.
This Publication is reliably informed the case surfaced from the Registrar General Head-Quarters in Harare after about six months of allegedly defrauding the Public Service Commission’s Salary Services Berea (SSB) office of about $ 2 500 in which Mupambo was accused to have played a role.
Mupambo was accused of having between January and April 2014 connived with fired former junior worker, Sibanda and fraudulently signed Sibanda’s pay sheet under oath instead of indicating that the former worker was no longer an employee with the office.
Appending signatures on the terminated employee’s pay sheets by the head of department, Mupambo was deemed “blessing†the alleged fraud, said one senior official with the RG’s Human Resources office.
The former registrar was held accountable for having by then testified, misinformed the SSB that the terminated Sibanda was working under his jurisdiction at Maboleni substation and was performing her duties to the fullest.
Another source who declined to be named said Sibanda was terminated on the 30th of May 2013 and his fully salary continued trickling in her account. Initially the former civil service employee did not withdraw even a single cent .It is alleged between January and April 2014 she started withdrawing the money until the matter came to light about ten months later ,hence Mupambo’s suspension before terminated.
A source, only identified as Takesure said it was a naked truth that Mupambo’s case as a framed charge designed to tarnish his reputation.
“From the onset, Mr Mupambo was under fire for nothing. It didn’t need a rocket scientist to realise he had no case to answer. When Sibanda got terminated Mupambo was on leave and the termination records were submitted to the Provincial Office. The Provincial Human Resources (HR) department could not communicate the latest development to the relief official.
It is alleged Mupambo was scandalously terminated by a mere provincial registrar general disciplinary committee. Current information is that the Civil Service Commission defended Mupambo after realising he was not guilty and recommended he had to be reinstated and the termination lifted†said Takesure. Mupambo is said to have served as a civil servant at the RG’s offices for 32 years.
Contacted for comment Mr Mupambo sad “Sorry young man me, I have no comment and I feel am not the right person to comment on thatâ€.
