The Harare Residents Trust (HRT) has compiled this position paper which is pointing to the New Local Government Amendment Bill which seeks to align the Rural District Councils Act (RDA) and the Urban Councils Act (UCA) to the Constitution of Zimbabwe, in particular, Section 278 which speaks to the Tenure of seats of members of local authorities). The following issues need to be addressed;
