Public Hearings on Civil Aviation Amendment Bill

Monday 12th and Tuesday 13th February

 

The Portfolio Committee on Transport and Infrastructure Development will conduct public hearings on the Civil Aviation Amendment Bill in Bulawayo and Harare, as follows [see below for further information on the Bill]:

Bulawayo

Monday 13th February starting at 10 am

Tuesday 13th February starting at 10 am

Venue:  Ambassador Hotel.

 

Members of the public and Interested groups, organisations and individuals are invited to attend these public hearings and present their views on the Bill, including suggestions for improvements.

Note:
Persons wearing political party regalia or military uniforms, signs of ranks, flags or badges will not be allowed access to the public hearings.

More about the Civil Aviation Amendment Bill

The full text of the Bill is available on the Veritas website [link].  This includes the explanatory memorandum gazetted together with the Bill.  The introductory paragraph to the memorandum is as follows—

“The purpose of this Bill is to amend the Civil Aviation Act [Chapter  13: 16] (No. 7 of 1998) to achieve the following principal objectives:

  • To provide for the spinning-off of certain functions of the Civil Aviation Authority in relation to airports and aerodromes to a new entity called the Airports Company of Zimbabwe (Private) Limited.
  • To bring the principal Act into line with the 2008 recommendations of the International Civil Aviation Organisation [ICAO] audit of the Authority (some of the more important of which are further elaborated in the bullets below).
  • To change the title of the chief executive of the Authority from that of “General Manager” to “Director-General” and further refine his or her duties and powers.
  • To add additional sections to the principal Act to mandate expanded State Safety and State Security programmes in the sphere of civil aviation.
  • To align certain provisions of the principal Act with the new Constitution.”
