Dialogue resumed on Monday 24 November in South Africa and the
negotiating teams from the three major political parties have since
reached an agreement on the issue of the constitutional amendment No
19 but are yet to resolve the outstanding issues of the appointment of
Provincial Governors and the appointment of senior government officials
such as permanent secretaries and ambassadors.
Other sticking issues include the equitable distribution of ministerial
portfolios, the composition and constitution of the National Security
Council and the fraudulent and unexplained alteration of the agreement
of the 11th of September 2008 and the one that was signed on the 15th
of September 2008.
