Zimbabwe prisons boss Retired Major-General Paradzai Zimondi
According to an anonymous letter which is circulating at ZPCS’s Mbuyanehanda head offices, officers are not happy with the criteria which the organization uses to promote workers.
The letter says officers are bitter with Zimondi’s biased and corrupt promotions which have been going on since his arrival at the institution almost two decades ago.
Below is part of the anonymous letter
If you are not related or connected to the Commissioner General, Deputy Commissioner Generals and other senior ranks you will never get promoted even if you are highly educated and qualified. There has never been any merit in most promotions.
Some officers who are 20 years and above in the service are still occupying very junior offices and ranks but throughout the years promotions have been conferred to mostly those related to Zimondi and his allies .In fact they promote their kith and kin in very corrupt ways and officers are disappointed by the media which do not cover this longtime corruption.
ZPCS has collapsed and deteriorated to Stone Age, ancient period.
For example the Chinamasa (Finance minister) relatives who joined the department 5 to 10 ago are now Chief Superintendents and Assistant Commissioners and they did not get these ranks t through merit but through corrupt and nepotism.
The Zimondi relatives have also been promoted to various senior ranks disadvantaging the rightful people due to massive corruption.
We are therefore requesting his excellence President Emmerson Mnangagwa to urgently set up an inquiry to determine the depth of this corrupt and institutional capture by this overstayed ZPCS management.
Even other assets meant to benefit inmates and officers have been diverted over the years for personal gain.

Wadazo, the problem is that the sources of corruption have always, ALWAYS, pointed upward… and farther upward… and farther upward, until it reaches the highest boroughs in the tree of corruption. That highest point was Mugabe, and is now Mnangagwa. Do we really think an impartial (and non-corrupt) judiciary will actually follow that trail and climb that tree to the top? I think not.
Whistle blowing will become akin to spitting into the wind, or pulling on Superman’s cape. That’s why that letter of complaint was anonymous… that fellow isn’t stupid, and didn’t want to become a victim of a “road accident”.
Zanu PF is a party of thugs once they start fighting amoungst themselves there is stopping them.
As an other dictatorship, Zanu PF resisted evolutionary, orderly and controlled change but only to store up the anger for a more violent change which we are witnessing now. Most dictatorship end in brutal violence and that is exactly how Zanu PF is ending. If Zimondi is considered a G40 supporter then he is beacon! Of course, everyone in Zanu PF is corrupt but if you are in the losing faction then you are one of the “criminals around Mugabe” who must be hunted down. If the G40 faction had prevailed the all the Lacoste supporters would be the criminals!
