Zimbabwe, bedevilled by an acute shortage of power for several years, is likely to suffer the most. It has battled to raise sufficient foreign currency to refurbish outdated machinery at its power stations in both Kariba and Hwange, and to settle debts with foreign suppliers. Deals with Far East nations aimed at resolving the power crisis are yet to see the light of day.
