welshman_ncubeBULAWAYO -- The Joint Monitoring and Implementation Committee (JOMIC) needs to be given legal powers to enable it to effectively monitor implementation of the global political agreement (GPA), a member of the committee has said.


The JOMIC was set up by Zanu (PF) and the two MDC formations to monitor implementation of the GPA but the committee is viewed as ineffective because it has no legal powers to act on its findings or enforce any of its decisions.

Thabitha Khumalo, one of the MDC-Ts representatives on the JOMIC, said the committee was tasked to monitor how government ministries implement provisions of the GPA.

But she said the JOMIC did not have power to force ministries to implement provisions of the GPA or to take punitive action against state departments violating the power-sharing pact.

Khumalo, who was addressing members of Zanu (PF) and MDC members from Bulawayo province, said the JOMIC had raised the issue of its lack of power with the GPA principals but they were yet to come back to the committee on the matter.

The JOMIC is made up of 12 members drawn from the three coalition partners who take turns to chair the body.
