The two MDC parties have allowed themselves to be led up the garden path for too long.
Zanu (PF) has repudiated the GPA in every way and yet pretends to the outside world that it is inclusive business as usual. In meetings with Prime Minister Morgan Tsvangirai and his deputy Arthur Mutambara, Mugabe routinely gives the impression that he is prepared to honour his pledges in the GPA. But as soon as he is surrounded by his politburo cronies and the cabal of un-elected generals who have run Zimbabwe for the past 10 years, he does a complete somersault.
Zimbabweans have now come to know what to expect after politburo meetings and during Mugabes speeches at Heroes Acre.
Zimbabweans demand to know why it has taken two years to implement decisions agreed to and signed by the three principals to the GPA. We question the sincerity of those who are now dragging their feet.
The recent SADC summit was given an assurance by South African president, Jacob Zuma, after consultations with the three principals, that most of the outstanding issues had been sorted out. They were then given a month to implement those issues.
But only a few days later, Mugabe has repudiated this position and is now suggesting that the MDC governors can only be appointed after the removal of targeted measures against him and his henchmen.
What needs to be made absolutely clear here is that the GPA is a contract between Zimbabweans themselves, not between Zimbabwe and the West.
What needs to be done is for the GPA to be implemented in full before an approach can be made to the rest of the world to support the unity government. The West is not bound by the GPA, neither is it a signatory to that agreement – but the three Zimbabwean political parties are.
The American ambassador to Zimbabwe has said that once the Zimbabweans implement their agreement in full, then the targeted measures will fall away.
Why doesnt Mugabe take the ambassador at his word? He can be relied upon to deliver on his promise unlike Zanu (PF).
