Last year the restless workers embarked on a two week job action demanding immediate payment of nine months’ unpaid salaries. The strike, staged mainly by workers aligned to the Zanu (PF)-sponsored Zimbabwe Federation of Trade Unions, brought business at the Municipality Head Offices to a standstill.
“Since council is still struggling to pay off the outstanding salaries, we decided to pay the workers in kind,” said staffing and service chairperson, Dominic Matangira.
The majority of workers hailed the residential stands arrangement as a noble and sensitive way forward, but some were not happy, saying they needed the cash.
“We are not happy with the dictatorial attitude by council which was forcing us to accept the residential stands as a way of settling outstanding salaries,” said an employee who is owed $2 300 by the local authority.
A high density residential stand costs an average $1 400.
