US$386m needed for education

Zimbabwe’s dilapidated educational institutions need more than US$386 million for rehabilitation in order for them to operate efficiently and effectively, the Minister of Finance, Tendai Biti, has revealed.

In a document made available to The Zimbabwean, Biti said Zimbabwe urgently needed a grand total of $385 955 000 to spruce up its educational institutions. The country has a total of 20 such institutions, the highest being the University of Zimbabwe which needs $20 500 000 for its upgrade.

During the 1980's, the UZ's Medical School was the envy of virtually all SADC students and Zimbabwe's medical doctors were respected internationally.

The document has already been discussed in Cabinet, but the cash is nowhere to be found.

The document says President Robert Mugabe's broke government urgently needs $20 500 000 for the UZ in Harare, Bindura University of Science Education ($9 750 000), Chinhoyi University of Technology ($32 160 000), Great Zimbabwe University ($29 470 000), Midlands State University ($9 660 000), Harare Institute of Technology ($34 700 000), Lupane State University ($26 650 000), National University of Science Technology ($42 030 000), and the Zimbabwe Open University ($18 930 000).

These are known as "State Universities" by the Ministry of Higher and Tertiary Education, currently led by Dr Stan Mudenge.

Biti's document shows that government needs $42 105 000 for polytechnics and teachers colleges.

Kushinga Phikelela needs $1 270 000, Masasa Industrial Training College ($764 000), Harare Polytechinic ($2 575 000), Bulawayo Polytechnic ($2 560 000), Joshua Mqabuko Nkomo ($24 150 000), Kwekwe Polytechnic ($ 100 000), Masvingo Polytechnic ($1 215 000), Mutare Polytechnic ($1 290 000), Gweru Polytechnic ($1 400 000), Rehabilitation of 10 teacher's colleges $3 900 000, while Westgate Industrial Training College urgently requires $881 000.

The document also reveals that the country's primary and secondary schools require a grand total of $120 000 000 for rehabilitation and upgrading.

It was prepared by Biti and his team in March, this year but was only recently discussed in Cabinet and will be dished out to international investors interested in helping Zimbabwe.
