Allegations are that between February and August this year, Ngozo duped complainants Tabeth Mwerenga, Tinashe Sadya, Nicholas Aribino and Paul Mabala, promising them that he would assist them to acquire residential stands in the town.
He collected $3 282 from Mwerenga, $2 500 from Sadya and $ 2 800 from Mabala. Aribino was allegedly swindled of $900.
Ngozo was this week arrested by police in connection with the crime. He is expected to appear in court next week.
Treasurer Albert Zingwe has been suspended for misappropriation of funds and stealing 2 000 street lights.
Mayor Shadreck Tobaiwa said council will stop at nothing to cleanse Town House of corruption and punish those found guilty.
