He was arrested on 1 November and has been languishing at Hwahwa Remand Prison.
Local magistrate, Kudakwashe Canady, said she could not grant the student leader bail because in the past he had failed to show up on court days.
Allegations against Mukono are that, in 2011, he led a demonstration at Midlands State University, which sought to pressure administration to address the barring of students on the cadetship scheme from writing examinations.
Police said the demonstration had not been authorised.
ZINASU Secretary General, Tryvine Musokeri, who was arrested on the same charges, was however granted a $50 bail.
Mukono will appear in court on 21 November for initial remand.
Three other students who allegedly participated in the same demonstration have been released on free bail after having spent a week at Hwahwa Remand Prison.
One of the three released is former MSU students leader, Believe Tevera.
He is currently on suspension from the higher education institution.
