At the moment ZEC Deputy Chairperson, Joyce Kazembe, is Acting Chairperson.
“We don’t have confidence in Joyce Kazembe as the current acting boss of ZEC because she worked with George Chiweshe when the outcome of the March 2008 election was manipulated,” said political analyst, John Makumbe. “Her continued involvement in the political process will definitely cause problems because we don’t believe in her. She is incompetent.”
Another analyst, Eldred Masunungure, said it was proper for Mutambanengwe to step down if he could not operate from Zimbabwe.
“Having Kazembe at the helm of ZEC was never agreed in the Global Political agreement. I think Mutambanengwe should just step down and focus on his work in Namibia.
Gabriel Chaibva, a Zanu (PF) sympathiser said it was fundamental for Mutambanengwe to be around but MDC-T had suggested that one person on the commission be based out of the country.
“Mutambanengwe is based in Namibia because MDC-T made a senseless recommendation to have one person outside the country. Now we are going to see the consequences,” said Chaibva.
However, MDC-T spokesperson, Douglas Mwonzora, said they had only supported the appointment of Mutambanengwe on the basis of his integrity and had expected him to be based in Zimbabwe full time.
Mutambanengwe was appointed following the signing of the Global Political Agreement between Zanu (PF) and the two MDC formations. Prior to joining ZEC, Mutambanengwe had been working as a Supreme Court judge in Namibia, after having worked at the High court of Zimbabwe in the 1980s.
