
“The city is chaotic, mainly because of kombi operators who use undesignated pick up points,” said Harare City Traffic and Transportation Planner, Judith Mujegu.
She said final touches were currently being made to Coventry Holding Bay on the corner of Coventry and Rotten Row. A public toilet is under construction about 500m away from the site.
A council worker who spoke on condition of anonymity said the bay had a holding capacity of 6,000 kombis.
However, Mujegu revealed that out of 10,000 kombis registered as public service vehicles in Harare, only 4,000 have the required paper work to operate.
“The city ranks are meant for dropping and picking up commuters but they are being turned into parking bays and garages by public service vehicles. The holding bay system is a short term solution to bring order to the city,” she said.
Radio systems will be used to control the movements of kombi operators between the holding bay and ranks.
She said a similar holding bay would be set up on the eastern side of the city to accommodate northern and eastern public service operators.
