Chipra statement on the suspension of councillor Fredrick Mabamba, Chitungwiza

CHIPRA on behalf of the residents of Chitungwiza has received with mixed feelings the recent suspension of councilor F Mabamba from his duties as a councilor for ward 25 in Chitungwiza. Mr F Mabamba has been known to be involved in the illegal sale of land belonging to the Chitungwiza council for more than a decade and has also possessed vast amounts of land in very unclear circumstances on which he built personal property including six schools named after him.

Mr. Mabamba had even the audacity to build a double storey building back in 2002 in a restricted area in Zengeza 5 without any recourse from the ministry of local government. Mr. Mabamba was elected into council on a ZANU PF ticket in the recently held elections .Over a decade he had become a law unto himself and his activities of parceling out land for personal benefit saw him enjoying huge protection from the same minister despite calls from residents and civic society groups for his dismissal and arrest.

CHIPRA would want to reiterate that the decision by minister Chombo to suspend Mr. Mabamba is a mere window dressing action by the minister and is not in tandem with the gravity and extent of the corrupt activities inflicted upon the town council of Chitungwiza by Mr Mabamba.

We view this action by the minister as the beginning of a sinister plot to sweep the audit report under the carpet so as to protect those who have been fingered in the corrupt activities in the probe report. CHIPRA maintains that the full report of the audit team that was probing the activities of the previous town council must be released to the public and a holistic legal process instituted to prosecute all those who were involved in the illegal sale of land in Chitungwiza.

Mr Mabamba and his cabal of corrupt town council officials, former councilors and government officials who divided Chitungwiza amongst themselves at the expense of hundreds of thousands of residents who have been on the waiting list for decades must be fully investigated by the attorney general. CHIPRA maintains that land must be returned to its rightful owners and the council must now concentrate on rebuilding Chitungwiza through programmes that foster effective, affordable and reliable service delivery.
