His comments followed Finance Minister Patrick Chinamasa’s fruitless begging missions to China and the United States in recent months. During his visit to Beijing last week, the Chinese made it clear there was no way they would lend money without bankable projects and a clear breakdown of how the funds would be used.
Moyo said this would not change until the government addressed the legitimacy issue and came up with clear and respected policies. He stressed that China might agree on paper to lend money but on the ground nothing would materialise.
Chinamasa was reportedly worried about how to provide for civil servants’ salaries and issues to do with running of the government. When Prime Minister, Shinzo Abe recently visited Africa he did not set foot in Zimbabwe.

By the way, Shinzo Abe is the Japanese prime minister. Not the Chinese one.
