Chinese Owned Mining Firm Fined After Under-Declaring Workers To NSSA

A Chinese-owned mining company has been convicted for under-declaring its workforce to the National Social Security Authority (NSSA) defrauding the state of nearly USD 100,000 in mandatory contributions.

Jiangxi Risheng Private Limited which runs operations at Detroop Mine in Chikuti, Mashonaland West was found guilty at the Chinhoyi Magistrate Court for violating the NSSA Act [Chapter 17:04].

According to the Zimbabwe Anti-Corruption Commission (ZACC), the company had been declaring only 61 workers to NSSA while employing a total of 273—comprising 190 permanent staff and 83 contract workers.

The discrepancy came to light following a tip-off received by ZACC, which then launched a joint investigation with NSSA.

The probe revealed that the mining firm had failed to remit contributions for both the Pension and Other Benefits Scheme and the Accident Prevention and Workers Compensation Scheme, prejudicing the state of USD 96,914.42.

Appearing in court on behalf of the company, Meng Quangyuan pleaded guilty to the charges.

The court imposed a USD 200 fine and ordered Jiangxi Risheng Pvt Ltd to settle the full outstanding amount of USD 96,919.42 within 30 days.
