The City of Harare says it spends 51,7 percent of the total budget on core administration which covers the Harare Metropolitan Police ($61 billion), Emergency Services ($44 billion) , Health ($129 billion) , Planning and Engineering ($33 billion), Housing ($84, 3 Billion), Schools ($9, 3 billion) and others not specified which gobbles $230, 03 Billion.
The City’s main sources of income, totalling $1, 146 trillion are refuse, rates and supplementary charges, housing rentals and other sources not indicated.
It is ironic that the proposed rates increases will take effect from 1 July 2007 while residents have until 8 July 2007 to lodge their objections to the proposed budget. This exposes how the illegal commission flagrantly tramples on the rights of residents and disregard their involvement.
Residents objected to the 2007 budget, but the City of Harare commission, backed by the overzealous Ignatius Chombo, approved and is implementing the budget anyway.
What CHRA has done is to engage in an intensive campaign to stop payment of rates altogether until there is legitimate authority at Town House.
Those willing to object must do so between now and 8 July 2007.
