Residents outraged at ZINWA’s double billing

HARARE - Several residents in Harare's high density suburbs have been charged more than once by the Zimbabwe National Water Authority (ZINWA) for their consumption during the months of September and October - sparking outrage and suspicion that the water utility is being used by the Zanu (PF) regime to extort funds for its election campaign.

“ZINWA sent us another set of bills after we had paid the amounts they initially claimed were due on our accounts,” a resident of Budiriro said whilst showing this paper the two sets of bills with those which were sent by ZINWA initially and paid and the second set claiming different amounts.

The multiple bills, ranging between Z$15 million to Z$20 million, have been sent to many households, according to a survey done by this paper. ZINWA officials at the utility’s headquarters in Harare declined to comment.

“This is the height of abuse and robbery by this regime considering that ZINWA is failing dismally in its duty to provide sewage and water reticulation services,” Phillip Katsande, an MDC (Tsvangirai) Harare Province executive member said.

ZINWA’s forced take-over of the vital services in Harare and other towns and cities was opposed even by parliament, which argued that the institution lacked the capacity, and despite the obstinacy of the Zanu (PF) regime, it has been an invariable story of disaster by ZINWA. – Bayethe Zitha
