Dispute over by-election legality

HARARE - There is controversy over the legality of attempts made by the Zimbabwe Electoral Commission (ZEC) to call six by-elections with some legal experts claiming that this breaches Section 39 of the Electoral Act, so is therefore illegal, and in direct contravention of clauses in the power-sharing agreement.

Other legal experts argue that the clause in the agreement, imposing a one year moratorium on by-elections, was not yet an Act of Parliament.
