The 2008-9 report ranked Zimbabwe as the second worst place to do business in the world, citing a deep cited lack of property rights and skewed macro-economic policies.
The report measures the economic variables of 134 countries in the world to help investors decide where to put their money.
Zimbabwe was ranked 129 last year.
The report said: The economy is now characterised by mismanagement and weaknesses across all areas, including health.
