AIDS council short-changed

HARARE - The National AIDS Council (NAC) in Zimbabwe has lamented the lack of funding that the country receives in comparison with other countries in the region from the donor community.

This was revealed in a presentation of the National Aids Spending Assessment (NASA) report for 2008-9. The meeting was attended by members of the NAC, OXFAM, Population Services

International (PSI), Ministry of finance, Ministry of health and other organisations. According to the report, Zimbabwe was recorded to be receiving the fewest financial donations from donor organisations. The unstable political environment has been liseted as the probable cause for the reduced donor funding to the country. Local teams on the ground who receive the funds were also accused of misappropriating the money.

“We as the people who receive the funds, fail to account for them properly and donors are reluctant to give more as they fear being short changed, said an official. NAC Monitoring and Evaluation specialist, Lawrence Maboreke, urged the country to effectively use the available funding. “We must put the little we receive in to good use and account for every dollar so as to improve donor confidence. That’s the only way we will get more in funding,” he said. The Communications Director of NAC Madeline Dube also encouraged the sparing use of funds. “The Implementing Organisations should make efficient and cost effective use of what is available. In the event that they need more funding they must put it in black instead of complaining,” she said.
