(b) Parliament should be made up of 90 members of the House of Assembly and 20 Senators who all should serve for a single five-year term. The Cabinet should have 20 ministries.
(c) Abolish the chiefs council and the provincial administrators post but retain district administrators who should be appointed by Parliament.
(d) The Zimbabwe Defence Forces should never be deployed beyond the countrys borders unless they are on United Nations assignment or are acting in pursuit of national security.
(e) Corruption and abuse of state funds and resources should be punished severely and the Reserve Bank of Zimbabwe should be transformed into a truly independent central bank. Dube.
2. The new constitution must prohibit soldiers and police officers from taking advantage of their uniform to gain favours at the expense of civillians. RgZK.

What are the security arrangements put in place to ensure citizens are not victimised for taking part in the constitutional reform exercise or for openly saying what they want to see included in the new constitution. Here, in Rushinga (Mashonaland Central province) we are being threatened with reprisal should we dare tell the outreach teams when they visit our area what we want to see in the new governance charter.
