There is no doubt that President Robert Mugabe and his cabal of generals are the sole stumbling block to its implementation. Their insistence on so-called sanctions being removed before they will agree to what they regard as concessions to the MDC is nothing but a red herring. We all know that the international community is ready and willing to assist Zimbabwe only when the GNU has implemented the terms of the agreement in full. Nobody is asking Zanu (PF) to make any concessions.
All that is required is for them to implement what has already been agreed. There is a signed agreement. There is no confusion as to what needs to be done. This should be a simple matter. The endless negotiation between the three signatories to the GPA is nothing more than a convoluted ploy by Zanu (PF) to waste time for its own nefarious purposes, which includes looting of the Chiadzwa diamonds.
The international community has promised to come to Zimbabwes aid once the agreement has been properly implemented. They will also then remove the targeted measures against Mugabe and his henchmen. So why does Mugabe not call their bluff? Implement the terms of the agreement which is what Zimbabweans want and then enjoy the results.
Implementing the agreement will demonstrate that he is at last serious and sincere about taking the country forward. Insisting that the targeted measures be removed before implementing the agreement is putting the cart before the horse. And so we are going nowhere. When the three signatories meet tomorrow, we hope they will put an end to this charade of endless meetings and negotiations by their underlings, and get on with the job at hand. That is what Zimbabweans all over the world are waiting for.
