Handsome Ndlovu, the creditor clerk is now on the polices wanted list, while council has recommended the suspension of Khumalo and Sibanda.
Khumalo, however blamed the auditor for character assassination.
The auditors purported payment procedures are not from the Victoria Falls municipality standing orders/rules of 1993 neither are they from the treasury department instruction manual of 2006. He manufactured his own payment procedures to suit his agenda of character assassination of treasury staff, read the treasury comment from latest council minutes.
Audit carried out a cash payment evaluation in the treasury department and unearthed a fraud, which was being perpetrated by the creditor clerk Mr Handsome Ndlovu. An investigation was conducted to substantiate the fraud and it was discovered that several methods were used to carry out the fraudulent activities and it is suspected that there was collaboration in some of the instances. The activities centred on the rates and housing accounts, reads part of the minutes.
So in this light, Mr Ndlovu in cahoots with Mr Sibanda and Mr Khumalo sidelined the substantive accountant from his duties with Mr Sibanda taking over and this assertion collaborates with evidence that the certification of most of the fraudulent payment vouchers was done by Mr Sibanda under the nose of Mr Khumalo.
The councillors are also accusing the treasury department of trying to portray that the fraud was minimal by reducing the figure from US$23 524.00 to US$14 987.00 and confining the fraud to Ndlovu.
