There have been a number of last minute changes to the outreach teams people withdrawing, replacements being found, miscommunications, etc., so COPAC has had to do a considerable amount of sorting out and updating lists.


We are assured that these are the latest correct lists, but the provincial centres will have the most up-to-date information as they will be continuously notified of any last minute changes.

Official Launch of Constitution Outreach Programme

In Article 6 of the GPA the three political parties acknowledge that it is the fundamental right and duty of the Zimbabwean people to make a constitution by themselves and for themselves, and the Parliamentary Select Committee in charge of the constitution-making process is accordingly mandated to hold such public hearings and such consultations as it may deem necessary in the process of public consultation over the making of a new constitution. This public consultation process has become generally known as the Constitution Outreach. [Article 6 also envisaged that the Outreach would be concluded by November 2009, but that has proved far too optimistic.]

The Constitution Outreach programme was formally launched at the Harare International Conference Centre on Wednesday 16th June. The ceremony started very late. Although invited guests had been asked to be seated by 2 pm for a 2.30 pm start, diplomats, Ministers, Deputy Ministers, MPs, other dignitaries and invited delegates milled about outside waiting to be let in while security personnel did their fair share of pushing and shoving. Once inside there was still a long wait, and proceedings only got going at 4 pm. Once the three party principals, President Mugabe, Prime Minister Tsvangirai and Deputy Prime Minter Mutambara, had delivered their speeches the launch was over. Those who expected more details about the process were disappointed. It was all a bit reminiscent of the disorganisation that characterised the First All Stakeholders Conference last year. It is now almost a year since that Conference, at which the Select Committee confidently announced that the Outreach Part of the Constitution Programme would start on 28th July 2009. It is to be hoped that, having had so long to prepare, the organisation of the Outreach Programme will improve on that of the official launch.

Three Principals Call for Inclusivity and Non-Violence

All three party principals in their speeches on Wednesday called for intimidation and violence to be avoided during the Outreach Process and for everyone to come forward and be free to express their views without coercion or duress. President Mugabe said all three leaders had agreed that violence would not be tolerated.

There have been other calls against violence: the Zimbabwe Council of Churches urged the principals to hold joint rallies in all 10 provinces to speak out against violence during the outreach phase. A civil society initiative, ZZZICOMP [the ZESN/ZPP/ZLHR Independent Constitution Monitoring Project], is monitoring the Outreach process. ZZZICOMP has deployed 420 monitors, as well as provincial coordinators and other key personnel, on the ground across the country. They have been observing the operating environment in general, and are now ready to monitor the Outreach process itself. They will comment on the operating environment and any breaches of the GPA in relation to the process, and will highlight any violations, violence, or other discrepancies which occur.

Deployment of Outreach Teams

Although it was announced two weeks ago that the deployment of outreach teams to the provinces would start on 17th June, in fact the date was changed to today, 21st June, while corrections were made to both the list of teams and their itineraries. Once deployed to the provincial centres, team members will be accredited and undergo induction before dispersing to districts to commence meetings with the people at ward level on Wednesday 23rd.
