Environmental Management Agency (EMA) issued the spot fine after accusing the council of emitting sewerage into the river.
A councillor in the council said: The council has been failing to repair its sewer system. We have been experiencing numerous blockages. A good case is of a broken sewer pipe near Athlone suburb which is disconnected from the main sewer drainage that has been diverted to the river.
He said the residents of Riverside suburb had bone the brunt of sewerage blockages. The main hole that has been left unattended for many years is still flowing into the river posing diseases to the residents. It river is the main water source to the various communities in the city, he said.
