Civil service audit to cabinet first

HARARE - The results of the civil service audit will be tabled in Parliament after the cabinet has had a look at it, says Public Service Minister, Eliphas Mukonoweshuro.

Some details of the comprehensive payroll and skills audit done by Ernst & Young (India) on behalf of the Ministry of Public Service have already been leaked. They show 75,000 ghost workers on the government payroll. The MDC MP for Nkulumane, Thamsanqa Mahlangu, asked the Minister of Public Service to inform the House why it was taking so long for the figures to be presented to Parliament. Mahlangu also asked what measures were being put in place to ensure that the results were not tampered with before this happened.

Mukonoweshuro said: “The Civil Service Audit was conducted as a cabinet directive. The results will therefore be presented to cabinet. Follow-up actions will be informed by cabinet decision. “On the second part of the question, in order to ensure the credibility and integrity of the exercise, government engaged an international audit firm, Ernst and Young, India, to oversee the audit. The report was submitted to the Ministry in November 2010 and to the principals in November 2010. The report is yet to be tabled for discussion in Cabinet.”

He said the audit firm had kept an extract of the data gathered during the audit. “In addition, the server that was used to store the data and the backup copies of the database are in a secure place under lock and key with restricted access,” he said.
