Immediately bring to an end the human rights abuses taking place in Marange diamond fields Investigate state security agents that have been accused of committing human rights abuses in Marange diamond fields Carry out a thorough situation analysis to determine the reasons for the continuation of illicit diamond trade in Marange Fully implement the Swakopmund Joint Work Plan (JWP) which called on the Zimbabwe government to develop ‘control systems including removing incentives for smuggling” and the “setting up of adequate security infrastructure” at Marange diamond fields;
Treat Marange violence as a social illness that requires the immediate attention of the Organ on National Healing Create a special tribunal to deal with human rights abuses committed in Marange by both state security agents and civilians Allow clinics and hospitals to treat victims of abuse without police reports since victims cannot obtain these reports from their abusers. Hundreds of victims are living with broken bones after being turned away from clinics and hospitals for failure to produce police reports whilst some are seeking treatment in neighboring countries.
