Khaya-Moyo took the oath hardly two days after his defeat by MDC-T candidate Lovemore Moyo.
Senate president Edna Madzongwe said he was taking up a seat previously held by the late vice president Joseph Msika.
An ambitious and excitable politician, who owes his position to the 1987 Unity Accord, Khaya-Moyo is No. 3 in the pecking order to succeed Mugabe. But officials say he has reached the peak of his career, and lacks a political power base of his own.
An MDC-T MP said by appointing the losing Khaya-Moyo to Parliament, Zanu (PF) making the voters’ role largely redundant.
He said executive appointments to parliament flew in the face of the voting system – the best way to re-new Zimbabwe’s fledgling democracy.

HARARE - "I, Simon Khaya-Moyo do swear that I will be faithful and bear true allegiance to Zimbabwe, and observe the laws of Zimbabwe, so help me God," said the Zanu (PF) chairman as he was sworn into the Senate last week as a non-constituency MP in an apparent "jobs-for-the-boys" scheme.
