Sources privy to the plan revealed that Chombo was not happy about the development programmes which were being undertaken by the MDC-T led council.

Recently, the city of Mutare won two consecutive Zimbabwe National Chamber of Commerce awards for being the best local authority in terms of quality service delivery.

According to the source, Chombo was hatching a plan to cause disunity between the war veterans who are living in the Federation Housing cooperative scheme and the local authority by ordering the police to destroy the slum and then blaming it on the local authority.

The Federation Housing scheme is mired in controversy amid reports that the council has not authorised the allocation of the land because the area is not serviced for human habitation.

Families are living without access to clean water or proper ablution facilities.

“Chombo is not happy about developments which are taking place in the city so he is trying to use the Federation issue as a way to cause commotion in the city. He is planning to use the police to destroy the shacks and later blame it on the local authority for being insensitive to the plight of the poor people,” said the source who declined to be named for fear of victimisation.

The source added that Chombo was not happy that MDC-T had gained popularity in the city and he was looking for ways to bring the local authority down.

“The mayor and his councillors should address the war veterans about the issue before Chombo strikes,” said the source.
