The committee, led by Goromonzi North House of Assembly member Paddy Zhanda, is on a nationwide campaign to gather views of citizens on what they want included in the 2012 national budget.
Speaking at the committee's public hearing here, Msipa accused it of doing the meetings for a mere formality and not rigorously advertising venues to locals and giving them adequate time to air their concerns.
"The majority of people did not know of this meeting because no posters or adverts were made. You should take the people seriously,” he said. Only 50 people attended the meeting.
"How can you say that these few people represent Gweru? It shows you are not doing your job well and it is sad to note that," said Msipa.
