Finance Minister Tendai Biti says Zanu (PF)’s plan to force foreign-owned firms to transfer controlling stake to blacks is ill thought-out and will only help to enrich an already wealthy black elite. He said the government should go back to the drawing board on the empowerment plan and come up with a workable way to ensure that the majority of people benefit from any transfer of wealth or the means of production.
