The complaints were raised at a Bulawayo Progressive Residents Association meeting. The HSCT is a pilot government social welfare programme which should be fully managed and administered by the Department of Social Welfare. The scheme is currently active in only six wards in Bulawayo. It provides financial help for disadvantaged members of the community to cushion them from the harsh economic climate.
In Magwegwe, however, influential people are reportedly denying residents access to the funds. The funds are distributed through Child Protection Committees in the wards. Residents accused the CPCs of corruption.
“BPRA is currently investigating the issue and is committed to getting to the bottom of the situation in order ensure that corrupt elements in the community who are abusing the residents’ fund are reported to the police and face the full wrath of the law,” said a spokesperson for the organization.
