Mining transparency initiative hits brick wall

Delays in constituting the Zimbabwe Revenue Transparency Initiative Oversight Group, the mining sector’s watchdog, are due to the government’s lack of “wider consultation and acknowledgement of other players”, The Zimbabwean has been told.

The Group, known as ZOG, is composed of 18 members – six each for government, the private sector and civil society.

“Disagreements on whether Zog should be led by a government bureaucrat or a private sector player have stalled the full constitution of the body,” said the Principal Director in charge of research in the Prime Minister’s office and interim ZOG chairman, Thabani Mpofu, at a recent stakeholders’ meeting.

The formation of ZOG initiative is in line with the country’s bid to become a member of the Extractive Industries Transparency Initiatives, a World Bank driven programme. It aims to eliminate corruption, conflicts and poverty, otherwise termed the “resource curse”, by increasing revenue and payments from mining, oil and gas resources.

ZOG is expected to finalise its charter and work plan before seeking Cabinet approval to start operations, said Mpofu.
