Residents have also demanded that the municipality scrap debts accrued during the typer-inflationary Zim dollar era.
They say the City should accept that it has to suffer the consequences of the national socio-economic meltdown when people lost deposits in banks, and have not been compensated.
Residents also continue to protest over the failure by council to decentralise and digitalise its billing system. A focus group discussion held in Mabvukuin May revealed that $8 is being charged monthly for refuse collection, yet the charge is pegged at $6,50.
Residents are also being overcharged for sewerage reticulation by a $1, above the fixed charge of $5. Residents in the northern suburbs, despite going for years without running water or rehabilitation of old infrastructure, continues to receive monthly bills with fixed rates ranging from $5 to $11.
In April 2011, during a meeting held by the HRT, municipality officials told residents they had to negotiate through their councillors if they wanted their debts to be frozen. Most residents feel burdened by the huge debts that have accumulated and want the City to honour its promise to provide satisfactory feedback on the issue of debt cancellation.
