Tender probe team misses deadline

A team appointed by Local Government Minister, Ignatius Chombo, to probe the awarding of tenders at Harare City Council has extended its tenure of office after failing to fulfill its mandate within the stipulated timeframe.

Chairperson of the probe team who is also the Finance and Administration Director at TelOne, Ellen Chivaviro, said the extension of the timeframe was due to an increased workload.

“We have extended the period for the probe because we discovered that there is a lot of work to be done. We needed to cover a number of areas which could not be covered in the space of a week so we felt we needed more time,” she said.

Chivaviro said her team was now expecting to finish their probe work at the end of this month.

However, she could not be drawn into releasing details of the work her team has done so far saying it would jeopardize their investigations.

The team appointed on September 28 was supposed to start its probe on October 3 and complete their work within seven working days.

The team’s task includes probing the awarding of all council tenders from June to August and determining whether they adhered to procedure in terms of the Urban Councils Act (Chapter 29:15).

The team is also expected to look into the awarding of tenders relating to the erection of billboards in the city as well as any other matters that affect sound local governance and operations at Harare City Council.

Some of the members of the probe team include Jabulani Nyoni, Shingi Ndoro, Charity Nyambira, Joramu Mumbwandarika, Enock Magaisa and Taurai Maja who is the secretary.
