Matinenga warns political parties

Political parties have been warned against causing divisions by misleading the public using the recently concluded Constitutional Parliamentary Select Committee draft ahead of the referendum scheduled for March.

Minister of Constitutional and Parliamentary Affairs, Eric Matinenga told journalists yesterday (Saturday) that political parties were misinterpreting provisions of the agreed draft constitution by stating that some clauses had been suspended for 10 years.

He said the issue of the running mate was the only clause that had been deferred suggesting that it was a dramatic change to the running of the affairs in the country prompting its suspension.

“Some political parties are already using the draft as a campaigning strategy as they address supporters. We are hearing that several clauses have been suspended which is not true. The issue of the running mate is the only clause that has been deferred.

“However, political parties are saying Constitutional Court and National Peace and Reconciliation Commission have also been deferred which is wrong. We have clauses that have an impact on the elections like the issue of Citizenship which will come into operation immediately,” he explained.

Matinenga said the media was also guilty of perpetuating falsehoods in light of the COPAC draft.

“We are disturbed by the reports that we are getting from some sections of the media. They have been carrying reports reflecting the deferment of many clauses. All the other clauses will be affected soon after the publication of the new constitution in the gazette and soon after the person who is going to win the next presidential election assumes office,” he said.

The inclusive Government principals recently concluded the COPAC draft which had been stalled by clauses which included, presidential running mates, devolution, dual citizenship, executive powers and the appointment of the Attorney-General.

The agreed draft will be tabled before Parliament on February 8 after which public awareness campaigns will be rolled out paving way for the elections expected this year.
