The referendum is expected by the end of March leading to the holding of general elections before end of June.
Addressing journalists on Tuesday in Harare, Madhuku said the inclusive government should give a minimum of two months to prepare for the plebiscite, so as to allow people to be well-versed with the draft.
He said in the event that people did not get enough time to familiarize with the document, the NCA would take legal action against the government.
“Our lawyers have been instructed to make an urgent challenge in the Supreme Court should a shorter period be granted for referendum campaigns. We cannot go for a referendum in March. The people of Zimbabwe need more time to read and debate before they make a decision,” he said.
Madhuku said the draft should be available in all the major languages.
“We demand that the draft be made available as widely as possible in the major languages. We don’t want a situation where people fail to understand the draft because of language barriers.
“Impartial civic education on the contents by the Zimbabwe Electoral Commission and civic society is needed. We regard outreach programs by COPAC on the draft as partisan,” Madhuku said.
He called on for the suspension of the Public Order Security Act to allow the holding of referendum campaigns.
“Private gatherings should be allowed without any interference from the security forces during this period. If this is not done, the NCA reserves the right to campaign without being restricted by POSA. We call upon all political parties in the inclusive government to desist from any forms of violence and intimidation,” he said.
