There are several polling stations in every ward, but voter turnout in areas like Chikanga, Dangamvura and Sakubva was poor by afternoon.
Elderly people mostly dominated the polling centres young people have not shown interest in the event so far.
Those interviewed said they were not given much time to scrutinise the document while those who have voted said they were following instruction from their political parties.
Only one centre at Meikles Park was busy with over 700 people having cast their votes by mid-morning.
The officers manning the polling stations said they are expecting the number to increase as the day progresses.
At Sakubva flea market, it is business as usual although some shops in the CBD are closed.
Vendors said they were not aware of the referendum and there was no adequate voter education to raise awareness.
“To us, it’s business as usual. We did not even have access to the document so why should we waste our time,” said one vendor at Sakubva market.
No incidences of violence have been reported so far. The environment is peaceful and calm.
