Devolution the key: MDC

Devolution is the best form of empowerment because it gives locals control over resources in their area, said MDC spokesperson Nhlanhla Dube.

Devolution is one of the provisions adopted in the new constitution as a way of bringing just and better governance to Zimbabwe. Nhlanhla was quick to point out that devolution was not a new concept as traditional chiefs usually manage and distribute resources in their areas of jurisdiction.

“People should realise that devolution is an integral concept of normal local governance,” he said.

MDC President Welshman Ncube in his 2013 Independence Day message said with the devolution concept in the Constitution Bill, he had never been so proud to be Zimbabwean.

Ncube said he was happy that people were reclaiming their rights and their power. “As we celebrate our independence, the MDC pledges an open democracy in which national government is accountable to the people through devolution of power,” said Ncube in a statement.

Kenya has come up with a ministry responsible for devolution and empowerment as a way of empowering people at a community and regional level.
