SA loan to Zim must be tied to reforms-DA

South Africa's biggest opposition party, the Democratic Alliance, has advised President Jacob Zuma's government not to give Zimbabwe election funds without key reforms.

Following a recent announcement by Finance Minister, Tendai Biti, that the South African National Treasury had agreed to provide Zimbabwe with a $100 million loan ahead of their elections later this year, the DA said it would contest that.

However, it has emerged that the deal has not been finalised. Ian Davidson, the DA's Shadow Minister of International Relations and Co-operation, revealed that his party would write to Zuma, requesting that the funding not be provided to Zimbabwe unless strict preconditions were met.

"While we agree that from time to time, in principle, South Africa may be required to provide assistance to its neighbours, the loan to Zimbabwe cannot be granted unless the roadmap to elections was adhered to, which should include the necessary electoral reforms, media reforms and ensure freedom of association, freedom of assembly and safeguarded the actual election process,” said Davidson.

"My colleague, DA Shadow Minister of Finance, Tim Harris, has submitted questions to the Minister of Finance, Pravin Gordhan, requesting that he provide information relating to the motivation for the loan, the terms of repayment and whether any conditions will be attached to the loan.

"Public funds that could otherwise be used to improve the livelihoods of South Africans should not be spent in Zimbabwe unless these conditions are met," Davidson added.
