
“The city has embarked on joint efforts with EMA and ZRP in the anti-littering crusade and 38 members of the public have been arrested so far for littering,” said HCC Town Clerk, Tendai Mahachi.
He added that the city had evoked by-laws that permit it to take action against offenders. “Most of the garbage in the CBD and shopping centres comes from premises without bins,” he said. He said HCC would deploy personnel to monitor the littering situation.
“They are called ‘anti-litter-monitors’. Their job will be to observe members of the public and confront those who drop litter onto the streets in a bid to promote the Bin It campaign,” he said.
In April, the council partnered with Proudly Zimbabwe to carry out clean up campaigns across the capital. The company also donated 300 pole litter bins for replacement in the CBD.
Mahachi said EMA, ZRP and the Municipal Police would work together to arrest those from companies that do not have bins.
“The main motive of the blitz is to try to change the mindset and behavior of the public. Shops that do not have bins or those who contribute to littering or illegal dumping will be arrested and charged a $1, 000 fine. Kombi operators without bins will be arrested and have their vehicles confiscated with a storage fee of $57 per day,” he said.
Mahachi said the council has bought 23 new garbage collector vehicles to ensure efficiency of door-to-door waste collection.
