Matinenga introduces the Constitutional Bill: Near commotion in Parliament

There was near commotion in Parliament this afternoon as Zanu (PF) legislators protested the introduction of the Constitutional Bill by the Parliamentary and Constitutional Affairs Minister Eric Matinenga, instead of allowing debate to commence.

Zanu (PF) Members of Parliament expected the Bill to be debated today after its introduction.

Contrary to Zanu (PF) expectations Matinenga told the House that the management committee had resolved to do the second reading tomorrow Wednesday 8 May 2013 and the debate would follow.

“I have come here to do what was agreed by the management committee that I should just introduce the Bill and the second reading followed by debate will be for tomorrow,” Matinenga told parliament amid protests from Zanu (PF).

The commotion which ensued after Matinenga introduced the Bill took some 20 minutes to calm down. Legislators from the two camps could be seen exchanging some harsh words.

The MDCs and Zanu (PF) promised to support the Constitutional Bill which is expected to be signed into Law by President Robert Mugabe after it has been approved by both Houses of Parliament.

A new constitution is one of the outstanding pre-requisites for holding harmonised elections at the end of the GNU.

The GNU will expire mid-night on June 29, 2013 and elections would be held later this year after requirements on the agreed election roadmap have been met.
