According to sources with the audit team a number of ghost workers were discovered in the fire-fighting and engineering departments. “We are still to ascertain who was benefiting from their salaries and other payments,” said the source. “We have also discovered serious violations of basic accounting principles that might have cost the council thousands of dollars.”

The town clerk Adolf Gusha refused to comment arguing that the audit report is yet to be made public. It also emerged this week that the top five managers allocated themselves residential stands in the low density suburb of Rhodene under controversial circumstances.

Gusha , one of the beneficiaries, defended the allocation of the stands arguing that it was part of their conditions of service.

“This is looting at its best,” said Anoziva Muguti, Masvingo United Residents and Ratepayers Association programmes co-ordinator. “Why would they do this in secrecy if it is part of their conditions of service?”
