policeEDITOR The truth is ugly when one analyses it. The conduct of the Member In Charge of Musami ZRP- Post in Murewa district leaves a lot to be desired. He has become the talk of the community, not because of the wonderful job he does, but because of corruption and uncouth behaviour.

Musami ZRP Assistant Inspector Chumwaya Joseph arrests people who commit crimes in his area of jurisdiction and puts them in cells. He asks relatives to pay fines in the form of chickens, goats or cows depending on the seriousness of the offence. The fines are never receipted and never reach government coffers.

The following are some of the victims of Chumwaya Josephs ruthless conduct. Givemore Chimhuka of Jani village lost his yellow Datsun 120 Y to Joseph under duress. Chimhuka was arrested for suspected stock theft case. He was put in a cell for a few days when Chumwaya forced him to sell his car so that the matter would be closed.

On December 25, 2008, Tecla Zvaitapasi, Chingoriwo Chikwati and other people of Chikwati village murdered Trust Tambo. The murderers were arrested and taken to Joseph at Musami ZRP. Zvaitapasi gave Joseph a cow, but was instructed by the inspector to sell the cow and give him the cash instead. Two police constables, Alfred Kadiki and Banda of Chanetsa village and kraal head Hukuimire of Jakopo allegedly stole Catholic Relief Services food and were arrested. Joseph asked them to pay one goat and two chickens as fine if they wanted freedom.

In April 2009, a young businessmen Fadzi Manjoro was arrested and flung in a police cell for four days for having an argument with a police officer. He was asked to pay the police officer US$100 if he wanted to be freed. The young man paid the money, no receipt was issued and he was freed.

On May 11, 2009, William Musakwa, a Border Gezi youth officer, attempted to rape Mai Gwindi of Chikwati village. She managed to escape leaving her two-year-old baby girl behind. It is alleged that the rapist spent one night with the baby. The case was reported to Kadzere police base and the rapist was taken to Musami ZRP post where it is alleged that he gave Joseph some money and was freed. Butcher men at Musami Business Centre do not slaughter their cattle at abattoirs due to travelling costs involved. They slaughter their cattle under trees with the blessing of Joseph. For every cattle slaughtered under a tree, Joseph demands a portion of liver and two kgs of meat. Is this not daylight robbery?
