Committee approves new traffic rules

The House of Assembly Portfolio Committee on Transport and Infrastructure Development has approved several changes to the country's road and traffic regulations, including banning the importation of second hand motor vehicles into Zimbabwe.

The bill now goes before the full House for debate. There is still time for those who object to make their views known via the Ministry of Transport, Communications and Infrastructure Development.

The move has been met with mixed feelings, especially from Zimbabwe's second hand car dealers who feel that the move could result in them going out of business.

Changes to the regulations included reminding customers about the new and more stringent regulations following amendments made by Statutory Instrument 44/2011, SI 154/2010 which came into effect on July 1.

The new regulations lay down a complete code of requirements for the construction and equipment of motor vehicles, replacing regulations dating from the early 1970s. Provisions that have hit the headlines and drawn criticism from the transport industry and the motoring public include:

• prohibiting the importation into Zimbabwe after October 31, of second-hand motor vehicles that are more than five years old

• prohibiting the registration of left-hand drive motor vehicles after October 31.

• prohibiting the use of left-hand drive heavy vehicles after December 31, 2015

• requiring that all motor vehicles must have fire extinguishers and red reflective triangles complying with specifications detailed in the regulations from July 1 2011.
