It has also threatened to take legal action. Although residents have expressed dismay, Mayor Muchadeyi Masunda said there was no going back on the issue as council needed to rake in as much revenue as possible to purchase water treatment chemicals. He defended the action by council and said residents had a moral and legal obligation to contribute towards the cost of running the City of Harare.
“They should either settle their respective bills in total or submit payment proposals through the City Treasurer’s Department. We need to procure chemicals at an average cost of $3 million a month.”
Residents say it is unacceptable for council to demand payment when it has failed on service delivery.
