This development strengthens Tagwirei’s position within the ruling party, as alleged tensions over succession and constitutional changes expose reported divisions between President Mnangagwa’s camp and that of Vice-President Constantino Chiwenga.
Tagwirei’s appointment also marks a rapid ascent from business into the Senate, Cabinet and now Zanu PF’s top decision-making body, raising the political stakes over who shapes the ruling party’s economic agenda and how influence is distributed as the ruling party confronts questions about President Mnangagwa’s tenure and his eventual succession.
The new appointment, announced on Thursday, comes days after Tagwirei was sworn in as Minister of Economic Development and Investment Promotion following the separation of the portfolio from the Ministry of Finance, which remains under Professor Mthuli Ncube.
The rapid succession of appointments places Tagwirei at the centre of both government economic policy and the ruling party’s economic affairs machinery, intensifying scrutiny of the growing influence of wealthy business figures in Zanu PF at a time when the party is grappling with questions over its leadership transition.
In a statement dated 15 October 2026, Zanu PF secretary for Information and Publicity Christopher Mutsvangwa announced President Mnangagwa had made the appointments and redeployments in accordance with Articles 7, 8 and 9 of the party constitution.
“I, as Secretary for Information and Publicity and Party Spokesperson announce that His Excellency and Party First Secretary, Cde. Dr. Emmerson Dambudzo Mnangagwa, through the Secretary General, Cde. Advocate J. F. N. Mudenda … has made the following appointments and re-deployments respectively,” the statement read.
The statement confirmed Tagwirei had been appointed to the “new re-designated position of Secretary for Economic Affairs and Investment Promotion”, with immediate effect.
Former Zanu PF secretary for Science and Technology Obert Mpofu was moved to the party’s Council of Elders, while businessman and Gokwe-North District Coordinating Committee chairperson Justice Mayor Wadyajena was appointed to the Central Committee.
The changes come as Zanu PF seeks to project unity and demonstrate progress on its economic agenda, even as questions over leadership succession and the influence of powerful individuals continue to shape internal politics.
Tagwirei’s growing influence comes amid criticism of his ministerial appointment, with opposition figures raising concerns about alleged political patronage, potential conflicts of interest and the relationship between private business interests and public office.
The government has presented the creation of a separate economic development and investment promotion ministry as a way to sharpen the focus on investment and economic transformation. The new Politburo position gives Tagwirei a corresponding role in shaping the ruling party’s economic agenda.
However, the concentration of economic responsibilities in the hands of a businessman with extensive commercial interests, continues to raise questions about accountability, transparency and how potential conflicts of interest will be managed.
Tagwirei’s appointment also comes against the backdrop of growing reported tensions between President Mnangagwa and his vice, Chiwenga over proposed changes to Zanu PF’s constitution and the party’s succession timetable.
Reports published this week have linked disagreements over constitutional amendments to a postponed Politburo meeting, with President Mnangagwa’s allies reportedly seeking changes that could delay the party’s elective congress and extend his tenure as party leader.
Chiwenga’s allies have reportedly resisted the proposals, arguing constitutional changes should follow proper consultation procedures.
Chiwenga’s reported absence from Tagwirei’s swearing-in ceremony on 12 October 2026 has also fuelled speculation about divisions within the party.
However, the Vice-President’s reasons for missing the event have not been publicly established. Against this backdrop, Tagwirei’s growing presence in party and government structures has become part of a wider debate about the influence of business elites and the balance of power within Zanu PF.
Opposition leaders have alleged wealthy businessmen are seeking to translate economic influence into political power, linking the rise of figures such as Tagwirei to wider disputes over succession and constitutional changes.
Nevertheless, Tagwirei’s elevation to the Politburo gives the appointment significance beyond an ordinary party reshuffle, placing him in a senior decision-making structure at a sensitive moment for the ruling party.
Meanwhile, Wadyajena’s return to the Central Committee comes as he was reported to have recently been involved in the President Emmerson Mnangagwa Campus Renewal challenge, a scholarship and campus improvement initiative established ahead of the Zanu PF 23rd Annual People’s Conference,
The project, as reported, includes scholarships and infrastructure improvements at Chinhoyi University of Technology.
The conference is held under the theme, “From Resolutions to Results: Consolidating Economic Development and Deepening Economic Empowerment Towards Vision 2030.”
Addressing the 133rd Zanu PF Central Committee ahead of the conference to be officiated Friday, President Mnangagwa said the theme was intended to move the party beyond declarations towards measurable outcomes.
“The theme is instructive and affirms that the era of ‘Resolutions without implementation’ has ended. It exhorts every structure and cadre of the Party to convert policy into outputs and ultimately a better quality of life for the people of our motherland, Zimbabwe,” he said.
