Manuel told parliament on Tuesday that the emergency food aid for Zimbabwe was dependent on Harare readmitting foreign aid agencies.
The release of the money is contingent on the acceptance of an appropriate role for international food relief agencies by a recognized multi-party government, Manuel said.
